Internet Use Policy

I.  General Access to the Internet

Free access to the Internet from designated computers will be granted to any Georgia resident with a PINES library card in good standing. Out-of-state visitors may access the Internet with a free Visitor pass. Patrons under 18 years of age must have a signed parental permission form (available at the Information Desk) or be accompanied by a parent or legal guardian.

The Conyers - Rockdale Library System does not restrict who may use Internet terminals.  However, demand for access to the limited number of computer terminals may necessitate limiting the amount of time an individual may use the terminal and the types of Internet services which may be made available.

II.  Access to the Internet By Minors

The Conyers - Rockdale Library System does not monitor and has no control over the information accessed throughout the Internet, and cannot be held responsible for its content.  The internet is an unregulated medium which can offer access to a wealth of material that is personally, professionally, and culturally enriching to individuals of all ages.  It also enables access to material that some users may find personally offensive or inappropriate for children.  Therefore, parental permission will be required for use of the Internet by children under the age of 18.  Restriction of a child's access to the Internet, in absence of permission is the responsibility of the parent or legal guardian.

Parents/ guardians are strongly encouraged to work with their children to develop acceptable rules of Internet use.  They are also encouraged to read "Child Safety On the Information Highway" at www.safekids.com/child_safety.htm.

III.  Appropriate Use of the Internet

Library Internet terminals may not be used for illegal purposes including, but not limited to, violation of copyright laws and licensing agreements and unauthorized access to restricted files or networks.  Additionally, graphics which may be construed as obscene should not be displayed on library terminals.  Visits to such sites will elicit a warning.  Further attempts will result in a loss of Internet privileges.

IV.  Authority Control

The decentralized development of the Internet makes it impossible for an agency to verify the accuracy of information found in all Internet sites.  The Conyers - Rockdale Library System assumes no responsibility for determining the authority or accuracy of any information which a user finds on the Internet.

V.  General Policy Statement

Use of the Library's Internet service is a privilege, not a right.  The Library's rules and procedures that implement this policy must be followed by all patrons.

It is the goal of the Conyers - Rockdale Library to make this and all services useful to patrons.  Library staff will provide orientation ad assistance in a fair and equitable manner as staff time and budgets permit.
